And it also dealt what looks like a death blow to the Republican Party's years of promises to get rid of Barack Obama's health law, pledges that helped the GOP win control of the House, the Senate and the White House.

The skinny bill is expected to eliminate requirements under the 2010 Affordable Care Act that individuals obtain health insurance or face a fine and that businesses with more than 50 employees provide medical coverage, and to abolish a tax on medical device manufacturers.

The Senate voted 55-45 on Wednesday against a simple repeal of Obamacare that would have provided a two-year delay so Congress could work out a replacement plan. "It is now time to return to regular order with input from all of our members - Republicans and Democrats - and bring a bill to the floor of the Senate for amendment and debate".

"This is clearly a disappointing moment", Republican Senate leader Mitch McConnell of Kentucky said immediately after the bill failed.

Sen. Susan Collins, R-Maine was surrounded by reporters as she heads to the Senate on Capitol Hill in Washington, today, while the Republican majority in Congress remained stymied by their inability to fulfill their political promise to repeal and replace "Obamacare" because of opposition and wavering within the GOP ranks.

The day following the defeat of the latest attempt to overturn the Affordable Care Act, Republicans predictably expressed disappointment, Democrats relief, and both sides uncertainty over what, exactly, comes next.

"I urge everyone to keep working hard so we can get this over the finish line", McConnell said on the Senate floor. He said repeatedly through the campaign that it would be "so easy". He also said after the early Friday vote: "I regret that our efforts were not enough, this time". Now, it's not clear whether he was talking about, like, we're done - we're not going to deal with this anymore - or whether he was literally saying, let's move on to another bill.

"3 Republicans and 48 Democrats let the American people down".

"We are relieved. Not for ourselves, but for the American people", said Sen.

A Texas congressman said the female senators narrowly avoided an "Aaron Burr-style" showdown with him. But Trump tweeted his encouragement this morning, albeit with an ominous touch: "Come on Republican Senators, you can do it on Healthcare".

"I think we expected that the Senate would get something done and most of us expected to be here to deal with it", said Cole, who added that he's anxious about the political implications for Republicans up for re-election in 2018.

At one point before the final vote, as McCain huddled with Pence, President Donald Trump called to try a final effort to sway McCain, a source briefed on the call told CNN.

He got a hug from California Democrat Sen.

Conservative Rep. Mo Brooks, R-Ala., running for a Senate seat, faulted McConnell for not crafting a plan that could pass.

But Ryan says "we should not give up" after promising for years to repeal and replace "Obamacare". Susan Collins of ME, also voted against the bill.

Numerous polls had shown little public support for the GOP's earlier proposals to repeal and replace Obama's law. It provided health insurance to millions of uninsured Americans, but was denounced from the outset by Republicans who viewed it as government intrusion on people's healthcare decisions.

Ducey had earlier expressed concerns about how legislation to repeal and replace the Affordable Care Act could affect Medicaid recipients in Arizona, The governor has said he wants a slower phase-out of higher Medicaid expansion matches, higher inflation adjustments, elimination of a penalty for states that expanded parts of Medicaid early, as well as explicit flexibility for the program covering 1.9 million Arizonans.
